Oil bath air cleaners rule! As long no one has ripped the pedestal out for dual carbs.

I suggest that if you go "paper," shop around for the highest efficiency, name brand elements, or see if you can fit a ProDry S. (Washable)
If you have the pedestal, I agree with Neal to use the oil bath type. They may not be the very highest efficiency you can get, but hold a lot of dirt and breath well for what the engine is intended for. They seem to keep the intake hose quite clean on inspection and are proven to keep your Volkswagen alive.

There are European buses with what look like convenient late model FI cartridge filters that have the same outlet and the same elbow as our oil bath air cleaners to carry air over to the carb on their late 1600s. The great thing about the stock set-up, other than its superior filtration performance, is that there are receptacles for all equipment, the fuel vapor recovery, the breather, the air preheater, why give that all up for lousier filtration and driveability?

Now that I have read the whole thread, you must have a 1973 or later dual solex set-up with the plastic air filter box and air horns leading to the carbs? There is no better air filter for that engine than the original equipment, and the best way to keep your engine clean and well filtered is to use it. It has
*central idling circuit plumbed to filtered air
*thermostatically controlled preheated air
*a nice tap for the breather hose
*a nice tap for the fuel evaporative system
*a fresh air inlet that accepts a big paper hose to the right scoop
