According to Bentley, a Beetle must be level to get an accurate level check. It would be a tough squeeze with the car on the ground. Therefore:
Can you get a "close enough" estimate with the rear jacked up, awaiting an engine? Or must I also jack up the front end? It's a lot easier without an engine in there. I filled it to 1/4" or so below the fill hole, but it's hard to say if that's right with the car at 35 deg.

If you need to i would jack the front up as well to get it level.
I never had a problem checking it on the ground- if its stock height all you need to get under there is your arm and shoulder.

The level is supposed to be up to the bottom of the fill hole. Overfill and let the excess drain when it's level.
