Proper torquing of shocks

I was installing a set of shocks recently, and made sure the car was on the ground before I tightened the fasteners. To be honest, I don't know why I did that, but I remember learning it somewhere. Is this proper procedure? And is it so the bushings are in their neutral state before being asked to rotate slightly one direction or the other? Bentley makes a big deal about torquing and then rotating the shocks for final installation if you don't do the job on the ground.
