Yeah, the setting applies to edits as well as new posts. It's to prevent spamming the forums.

I think it's worth the minor hassle.

That has bitten me more then once as well.....glad to that it is an anti spam mechanism!

One thing that might be nice as well is seperate pages on these longer threads??????

The setting is currently 60 seconds.

The page length is currently 25 threads long. What would you prefer and for what reason?

Maybe 10 to 15 or so to reduce scrolling down on some of the larger posts, especially when pics get involved. I think it makes it a bit more user friendly....IMHO.
