I'm not surprised to hear you were smelling brakes on the way down because there are such long runs that only want braking power (or downshifting) to keep speed under control. Happens to all of us.
Get that last bit of adjusting done and then see where it lay.

By 'doesn't work' do you mean you pull the parking brake handle and it comes out a long way without engaging, or the handle doesn't budge? If you pull, it doesn't budge and nothing happens, then you've probably got issues with the brake cables.
