the arm is one way of the other. i think it is the latter. not positive. if you have this carb, can i see an informal poll?
can someone remind me what the ball-on-the-arm does? will probably help me understand what direction it faces: left or right.

No poll about it. It goes on only one way. The throttle positioner has an adjustable arm with a socket at the end of it that snaps onto the ball which should be facing towards the carburetor. The tab should prevent the throttle lever from closing but not interfere with the throttle lever opening in any way.
