The L-JET manual says #17 is for o2 sensor. My federal ECU and harness both have #17 pins connected, and wiring run... The wire does not go anywhere as far as I can tell on the harness.
What would the federal L-Jet do, if it had o2 input?

Nothing but waste your time and money. The Federal L-Jet hasn't got the circuitry to make use of the oxygen sensor.
And your L-Jet manual appears to be wrong, as far as the '81 Vanagon goes. Terminal 17 is a ground connection. The oxygen sensor, if you had one, would connect to pins 23 (ground shield) and 24 (O2 sensor signal).
