Blowin in the wind--air passing through luggage rack

Hello,

I have a question about dealing with air entering a moving bus (in this case, a 77 Westy).

When I am driving, a fair amount of air seems to enter through/under the luggage rack section of the roof--enough that the rolled sections of pop-up tent above the front seats start to inflate like little balloons (now matter how tightly I roll these up, it always happens over time).

The luggage rack itself seems to be pretty solid and the seals around it feel pretty good.

Has anyone encountered this before? If so, any recommendations on how to limit air flow?
