A VR going bad is very common and cheap to fix. It's worth a try to just replace it, and see if that fixes the issue.

Actually, I tried replacing the vr(a new one) with the one I replaced. Still no go. I then wiggled the connections and the little plastic holder/connector for the DF wire fell off. I replaced it and then thought again. I pulled the plastic connector off and pushed the metal connector on the DF spade. Damn. Red light went out and 14.3 volts at the battery. All seems to be right now.

As usual, something stupid.
