What is that black cone-y thing? (And what do you think the ".004" is supposed to mean?)

That cone belongs to a wire which I believed the dealership mechanics used for something (I forgot what).

that cone and attached wire went to the diagnostic VW computer system dealers had for timing the engine. The .004 is the endplay but I'd check it myself.
