Srsly tho, what keeps an insurance company from patting you on the head and laughing at your nice little $250 piece of paper, provided by a business who isn't even a licensed appraiser?

They probably are acting here on the basis of their business; they buy/sell vans, so they have a reasonable notion of the market ~ or one part of it, anyway. That makes them something of an expert, though whether that's good enough for a court case, I couldn't say.
