I'm looking for suggestions on what to use to minimize the opening in the floor the throttle travels through. It looks like the boot for my year "77 is NLA.

In the old old days, there was a throttle link boot. Later buses do not even bother with such things. If you are compulsive like me, you get some self-adhesive foam, punch a hole through it for the link, and glue it to the underside of the floor pan at the accelerator link's hole. Careful that pedal consistently returns properly.
